Basile man, St. Landry Parish doctor among governor’s appointees

Gov. John Bel Edwards announced his appointments to several Louisiana boards and commissions Friday.
The appointments follow.
Pilotage Fee Commission
The Pilotage Fee Commission exists to establish and fix rates and fees charged by commissioned river pilots working on the Mississippi and Calcasieu rivers in the State of Louisiana.
Timothy R. Long, of Metairie, was appointed to the Pilotage Fee Commission. Mr. Long works at Valero Refinery in Norco. He will serve the board as an alternate member representing industry.
Kristiann E. App, of New Orleans, was appointed to the Pilotage Fee Commission. Ms. App is the vice president of business development for J.W. Allen & Co., Inc. She will serve the board as an alternate member representing industry.
Tyler P. Gray, of Baton Rouge, was appointed to the Pilotage Fee Commission. Mr. Gray is general counsel for the Louisiana Mid-Continent Oil and Gas Association. He will serve as a representative of industry.
Courtney L. Baker, of Baton Rouge, was appointed to the Pilotage Fee Commission. Ms. Baker is the Trade, Transportation, and Tourism and Technology Council Director for the Louisiana Association of Business and Industry. She will serve as a representative of industry.
John T. Hyatt, of New Orleans, was reappointed to the Pilotage Fee Commission. Mr. Hyatt is the vice president of the Irwin Brown Company. He will serve as a representative of industry.

Parish Boards of Election Supervisors
The purpose of the board in each parish is to oversee and supervise all elections within the parish to ensure the safety and accuracy of the democratic process. The Board of Election Supervisors oversees the preparation and conducting of each election in the parish. Each parish’s board is composed of the parish’s registrar of voters, the parish’s clerk of court, the chairman of the parish executive committee of each recognized political party, and one member appointed by the governor.
Darren R. Redmond, of Gray, was appointed to the Terrebonne Parish Board of Election Supervisors. Mr. Redmond is the owner of Big Meat’s Soul Food Café.

Jefferson Parish Human Services Authority
The Jefferson Parish Human Services Authority was created as a special parish district, which through its board, shall direct the operation and management of mental health, developmental disabilities and addictive disorders services for Jefferson Parish residents.
Salvador S. Scalia, of River Ridge, was appointed to the Jefferson Parish Human Services Authority. Prior to retiring in 2014, Mr. Scalia was a sales representative for Autotrader in Atlanta, Ga.
Michael J. Spinato, of River Ridge, was reappointed to the Jefferson Parish Human Services Authority. Mr. Spinato is a commercial account manager for Crescent Volvo Trucks, Inc.

Louisiana Cancer and Lung Trust Fund Board
The Louisiana Cancer and Lung Trust Fund Board serves to determine policy for the Louisiana Tumor Registry and distribute state funds for cancer research.
Jocelyn Renea Austin-Duffin, of Baton Rouge, was appointed to the Louisiana Cancer and Lung Trust Fund Board. Ms. Austin-Duffin is the Vice President of Cancer Support and Outreach for Mary Bird Perkins Cancer Center. She will serve the board as a representative of the Mary Bird Perkins Cancer Radiation and Research Foundation, Inc.
Burke J. “Jay” Brooks Jr., M.D., of Baton Rouge, was reappointed to the Louisiana Cancer and Lung Trust Fund Board. Dr. Brooks is the Chairman of the Hematology/Oncology Department at the Ochsner Clinic of Baton Rouge. He will serve the board as a representative of the Alton Ochsner Medical Foundation.
John M. Rainey, M.D., of Cankton, was reappointed to the Louisiana Cancer and Lung Trust Fund Board. Dr. Rainey is a physician for Lafayette Health Ventures. He will serve the board as a representative of the Acadiana Medical Research Foundation.
Elizabeth “Terry” Hobgood Fontham, Dr.P.H., of New Orleans, was appointed to the Louisiana Cancer and Lung Trust Fund Board. Prior to retiring in 2012, Dr. Fontham was the founding dean and professor of epidemiology at the LSU Health Sciences Center. She will serve the board as a representative of the American Cancer Society.
Alton O. “Oliver” Sartor, M.D., of New Orleans, was reappointed to the Louisiana Cancer and Lung Trust Fund Board. Dr. Sartor is the Medical Director at the Tulane Cancer Center and an attending physician at Tulane. He will serve as a representative of Tulane Medical Center.
Stephen P. Kantrow, M.D., of River Ridge, was reappointed to the Louisiana Cancer and Lung Trust Fund Board. Dr. Kantrow is the Co-Director of the MDA/ALS Neuromuscular Clinic at LSU Health Sciences Center. He will serve as a representative of the American Lung Association of Louisiana

Judicial Compensation Commission
The Judicial Compensation Commission performs studies of the salaries payable to judges and submits recommendations concerning judges’ salaries to the legislature in even-numbered years.
Emily C. Jeffcott, of New Orleans, was appointed to the Judicial Compensation Commission. Ms. Jeffcott is an attorney for the Lambert Law Firm, PLC.

Traumatic Head and Spinal Cord Injury Trust Fund Advisory Board
The Traumatic Head and Spinal Cord Injury Trust Fund Advisory Board provides services in a flexible, individualized manner to Louisiana citizens with traumatic head or traumatic spinal cord injuries. The board administers a program which enables individuals to return to a reasonable level of functioning and independent living in their communities.
Hazel P. Odom, of Baker, was appointed to the Traumatic Head and Spinal Cord Injury Trust Fund Advisory Board. Ms. Odom is a teacher for the East Baton Rouge Parish School Board System.
John Fanning, Ph.D., of Jefferson, was appointed to the Traumatic Head and Spinal Cord Injury Trust Fund Advisory Board. Dr. Fanning is a clinical neuropsychologist for Touro Rehabilitation Center.
Gary J. Matherne, of Baton Rouge, was appointed to the Traumatic Head and Spinal Cord Injury Trust Fund Advisory Board. Mr. Matherne works for the Louisiana Assistive Technology Access Network as a program director.

Veterans Affairs Commission
The Veterans Affairs Commission is responsible for adopting and promulgating rules and regulations governing the operations of the Department of Veterans Affairs. Additionally, the Commission advises the department’s Secretary of problems concerning the welfare of veterans and makes and publishes annual and special reports to the Governor concerning the operations of the department.
Mary A. Mills, of Oak Grove, was appointed to the Veterans Affairs Commission. Ms. Mills is a veteran of the United States Army. Prior to retiring in 2010, she served as a military technician in support of the Army Reserves. Ms. Mills will serve as a representative of the American Legion on the commission.
Edward L. “Ed” Gary, of Basile, was appointed to the Veterans Affairs Commission. Mr. Gary is a veteran of the United States Army. He currently serves as the Adjutant for the State of Louisiana for the Disabled American Veterans. He will serve as a representative of the Disabled American Veterans Department of Louisiana.

Lafitte Area Independent Levee District
The purpose of the Lafitte Area Independent Levee District is to build and maintain levees around Lafitte, Barataria, and Crown Point.
Timothy P. Kerner, of Lafitte, was reappointed to the Lafitte Area Independent Levee District.. Kerner is the Mayor of Lafitte. As required by statute, Mayor Kerner was nominated by a legislator.

Greater Baton Rouge Port Commission
The Greater Baton Rouge Port Commission has the power and authority to regulate the commerce and traffic within certain boundaries of the State of Louisiana. The Commission has charge of and administers public wharves, docks, sheds, landings, and other structures useful for the commerce of the port area.
Michael D. DeLaune, of Gonzales, was appointed to the Greater Baton Rouge Port Commission. Mr. DeLaune works as an operator and relief supervisor for CF Industries. He will serve as a representative of Ascension Parish. As required by statute, Mr. DeLaune was nominated by a legislator representing Ascension Parish.

Sparta Groundwater Conservation District
The guiding purpose and primary objective of the Sparta Ground Water Conservation District Commission is to conserve, protect, restore, and maintain the Sparta Formation Aquifer as a continuing source of high quality, potable water for current and future consumers by promoting conservation measures and the development of alternate sources of fresh water, pursuant to the authority and responsibility granted by the State of Louisiana.
Jackie R. Perritt, of Farmerville, was reappointed to the Sparta Groundwater Conservation District. Prior to retiring in 2006, Ms. Perritt worked as an administrative assistant for the Pilgrims Pride Poultry Company. As required by statute, she was nominated by and will serve as a representative of industrial users in the area.
Terry L. Emory, of Eros, was reappointed to the Sparta Groundwater Conservation District. Ms. Emory is an environmental quality manager for the City of West Monroe. She will serve as a municipality member for the City of West Monroe.

New Orleans Center for Creative Arts
The New Orleans Center for Creative Arts Board of Directors oversees the management of the New Orleans Center for Creative Arts (NOCCA). Oversight includes the hiring of the President/CEO, oversight of the fiscal operations of the facility, and development of policies necessary to operate the center. NOCCA is a state agency whose mission is to provide arts training for high school age students who aspire to be professional artists.
Raquel G. Richmond, of New Orleans, was appointed to the New Orleans Center for Creative Arts. Ms. Richmond is a real estate agent for Greenup & Associates, LLC. As required by statute, she was nominated by a university president.

Louisiana Emergency Response Commission
The Louisiana Emergency Response Commission (LERC) coordinates and supervises implementation of the federal hazardous materials Emergency Planning and Community Right-To-Know Act within Louisiana. The LERC develops, coordinates, and leads the state emergency management program, enabling effective preparation for, response to, and recovery from emergencies and disasters in order to save lives, reduce human suffering, and minimize property loss.
Allen T. “Taylor” Moss, of Baton Rouge, was reappointed to the Louisiana Emergency Response Commission. Mr. Moss is a command technician for the Louisiana State Police. He will serve the commission as a representative of the Right-to-Know Unit in the Department of Public Safety.
Travis B. Perrilloux, of LaPlace, was appointed to the Louisiana Emergency Response Commission. Mr. Perrilloux is the deputy director for St. John the Baptist Parish Office of Homeland Security and Emergency Preparedness. He will serve as an at-large member on the commission.
Robert L. “Bobby” Black, of Gretna, was reappointed to the Louisiana Emergency Response Commission. Mr. Black is a manager at Combined Technical Services. He will serve as an at-large member on the commission.
James K. “Jim” Polk, of Luling, was reappointed to the Louisiana Emergency Response Commission. Mr. Polk is the Senior Emergency and Homeland Security Coordinator for St. Charles Parish. He will serve as a representative of the Louisiana Emergency Preparedness Association.
Jennifer A. Reynolds, of Dubberly, was appointed to the Louisiana Emergency Response Commission. Ms. Reynolds is the director of Homeland Security and Emergency Preparedness in Webster Parish. She will serve as an at-large member on the commission.
Cecil K. “Keith” Bennet, of Denham Springs, was reappointed to the Louisiana Emergency Response Commission. Mr. Bennet is a manager and hazmat and industrial officer for LSU Fire and Emergency Training. He will serve as a member of the Carrol L. Herring Fire & Emergency Training Institute at LSU.
Chris K. Rushing, of Baton Rouge, was reappointed to the Louisiana Emergency Response Commission. Capt. Rushing is a police captain for the Baton Rouge Police Department. He will serve as an at-large member on the commission.
Obed C. “Obie” Cambre Jr., of Greenwell Springs, was appointed to the Louisiana Emergency Response Commission. Mr. Cambre is an emergency preparedness advisor for ExxonMobil. He will serve as an at-large member on the commission.

Louisiana Naval War Memorial Commission
The Louisiana Naval War Memorial Commission was created within the Department of Culture, Recreation and Tourism. The Commission has control over the destroyer USS KIDD and other property acquired for use as a permanent public Naval and Marine Corps Memorial.
Roderick A. Wells, of Baton Rouge, was appointed to the Louisiana Naval War Memorial Commission. Mr. Wells is a veteran of the United States Naval Reserve. Prior to retiring in 2012, Mr. Wells worked as the assistant director for the East Baton Rouge Parish Mosquito Abatement and Rodent Control.
Christian J. Krueger, of Denham Springs, was appointed to the Louisiana Naval War Memorial Commission. Ms. Krueger is a veteran of the United States Marine Corps. She is a meeting specialist for Team Dynamics.
Karen K. St. Cyr, of St. Francisville, was reappointed to the Louisiana Naval War Memorial Commission. Ms. St. Cyr is the director of public affairs for the Greater Baton Rouge Port Commission.
John B. Wells, of Slidell, was appointed to the Louisiana Naval War Memorial Commission. Mr. Wells is the executive director of Military-Veterans Advocacy.
Joe Nathan Jenkins, of Baker, was reappointed to the Louisiana Naval War Memorial Commission. Prior to retiring in 2001, Mr. Jenkins was the CEO of Deliverance Home Health Care in Baton Rouge.

Louisiana State Board of Private Security Examiners
The Louisiana State Board of Private Security Examiners regulates the contract security guard industry in the state of Louisiana making sure companies register their personnel and obtain the required training as prescribed by law.
Lance S. Wallace, of Lake Charles, was reappointed to the Louisiana State Board of Private Investigator Examiners. Mr. Wallace is the owner of Wallace Investigations, LLC. He will serve as the representative of the 4th Public Service Commission District.

Louisiana Military Advisory Council
The Louisiana Military Advisory Council serves to provide a forum for issues concerning the installations and units of the armed forces located in Louisiana and the military and retired military personnel and their families who reside in Louisiana.
James W. “Jim” Nunn, of Carencro, was appointed to the Louisiana Military Advisory Council. Mr. Nunn is a veteran of the United States Navy and is the CEO for TriStar Technology LLC.
