St. Landry Parish sheriff appointed

Gov. John Bel Edwards announced his appointments to several Louisiana boards and commissions.
Gov. Edwards announced appointments to the following boards and commissions:

Louisiana Board of Pharmacy
The Louisiana Board of Pharmacy serves to protect the public health, safety, and welfare by the effective control and regulation of the practice of pharmacy and the licensure of pharmacists. The Board also regulates the licensure, permitting, certification, registration and control of all persons and sites, in or out of this state, that sell drugs or devices to consumers and/or patients, or assist in the practice of pharmacy, within the state. The Board functions as the controlled substance authority for the state, issuing controlled dangerous substance licenses to all qualified applicants desiring to manufacture, distribute, prescribe or dispense controlled dangerous substances within the state.

Allen W. Cassidy Jr., of Jennings, was appointed to the Louisiana Board of Pharmacy. Mr. Cassidy is a pharmacist and the owner of Cassidy’s Pharmacy, Inc. He will serve as a representative of the 7th Pharmacy Board District, which is composed of the parishes of Acadia, Calcasieu, Cameron, Jefferson Davis, Lafayette and Vermilion.

Richard M. “Ricky” Indovina Jr., of River Ridge, was reappointed to the Louisiana Board of Pharmacy. Mr. Indovina is a pharmacist and the assistant vice president of retail pharmacy services at Ochsner Health System. He will serve as a representative of the 1st Pharmacy Board District, which is composed of the parishes of Jefferson and St. Tammany.

Richard “Ricky” Mannino, of Hammond, was appointed to the Louisiana Board of Pharmacy. Mr. Mannino is a pharmacist and the owner of Mannino’s Family Practice Pharmacy. He will serve as a representative of the 6th Pharmacy Board District, which is composed of the parishes of East Baton Rouge, East Feliciana, Livingston, St. Helena, Tangipahoa, Washington and West Feliciana.

Douglas E. Robichaux, of Shreveport, was appointed to the Louisiana Board of Pharmacy. Mr. Robichaux is a pharmacist and the regional director of operations for Healthcare Pharmacy, LLC. He will serve as a representative of the 4th Pharmacy Board District, which is composed of the parishes of Bienville, Bossier, Caddo, Claiborne, DeSoto, Natchitoches, Red River, Sabine and Webster.

Raymond J. Strong, PharmD, of New Orleans, was appointed to the Louisiana Board of Pharmacy. Dr. Strong is a pharmacist and the director of pharmacy at New Orleans East Hospital. He will serve as a representative of the 2nd Pharmacy Board District, which is composed of the parishes of Orleans, Plaquemines and St. Bernard.

Louisiana State Interagency Coordinating Council for EarlySteps
The Louisiana State Interagency Coordinating Council for EarlySteps serves to advise and assist the Lead Agency in the performance of its responsibilities, particularly in regard to: (a) identification of the sources of fiscal and other support for early intervention services; (b) assignment of financial responsibility to the appropriate agency; and (c) promotion of interagency agreements. The Council also advises and assists the Lead Agency in the preparation of applications, the transition of infants and toddlers to preschool or other appropriate services at age three, and the preparation and submission of an annual report to the Governor and to appropriate federal authorities on the Status of EarlySteps.

Tasha Pulley Anthony, of Baton Rouge, was appointed to the Louisiana State Interagency Coordinating Council for EarlySteps. Ms. Anthony is a program manager with the Louisiana Department of Education. She will serve as a representative from the DOE who is responsible for coordination of the education of homeless children and youth, as required by statute.

Sandra P. “Sam” Beech, of Shreveport, was appointed to the Louisiana State Interagency Coordinating Council for EarlySteps. Ms. Beech is the director of children’s services at The Arc Caddo-Bossier. She will serve as chair and as a private provider of early intervention services.

Amber J. Boykin, of Calhoun, was appointed to the Louisiana State Interagency Coordinating Council for EarlySteps. Ms. Boykin is a school psychologist for the Lincoln Parish School Board. She will serve as a parent representative on the board.

Christine A. Cedotal, of Geismar, was reappointed to the Louisiana State Interagency Coordinating Council for EarlySteps. Ms. Cedotal is a physical therapist. She will serve as a private provider of early intervention services.

Anna K. “Kaye” Eichler, of New Roads, was reappointed to the Louisiana State Interagency Coordinating Council for EarlySteps. Ms. Eichler is an education consultant for the Louisiana Department of Education. As required by statute, she will serve as a member from the Louisiana Department of Education.

Soundra T. Johnson, of Baton Rouge, was appointed to the Louisiana State Interagency Coordinating Council for EarlySteps. Ms. Johnson is the executive director for the Louisiana Health and Rehab Center, Inc. as well as the Louisiana Health and Rehabilitation Options, Inc. She will serve as a private provider of early intervention services.

Danita A. LeBlanc, of Baton Rouge, was reappointed to the Louisiana State Interagency Coordinating Council for EarlySteps. Ms. LeBlanc is the program manager for the Louisiana Department of Health’s Office of Behavioral Health. As required by statute, she will serve the agency representative from the Office of Behavioral Health within the Louisiana Department of Health.

Antoinette M. Ledet, of Metairie, was appointed to the Louisiana State Interagency Coordinating Council for EarlySteps. Ms. Ledet is the director of children’s services for The Arc Baton Rouge. She will serve as a public provider of early intervention services.

Charmaine J. Magee, of Gonzales, was reappointed to the Louisiana State Interagency Coordinating Council for EarlySteps. Ms. Magee is a child welfare consultant for the Department of Children and Family Services. As required by statute, she will serve as the representative from the Department of Children and Family Services who is responsible for foster care.

Shanida J. Mathieu, of New Orleans, was appointed to the Louisiana State Interagency Coordinating Council for EarlySteps. Ms. Mathieu is an education advocate and information and training specialist for Families Helping Families of Jefferson. She will serve as a parent representative on the board.

Dionka C. Pierce, of Gretna, was appointed to the Louisiana State Interagency Coordinating Council for EarlySteps. Ms. Pierce is a program a manager for the Louisiana Department of Health’s Office of Public Health. As required by statute, she will serve as an agency representative for the Office of Public Health.

Joy J. Pennington, of Baton Rouge, was reappointed to the Louisiana State Interagency Coordinating Council for EarlySteps. Ms. Pennington is the co-owner of Excellence in Speech Pathology, LLC, and will serve as a private provider of early intervention services.

Bambi D. Polotzola, of Baton Rouge, was appointed to the Louisiana State Interagency Coordinating Council for EarlySteps. Ms. Polotzola is the executive director of the Governor's Office of Disability Affairs. She will serve as an at-large representative.

Nina S. Seneca, of Rosedale, was reappointed to the Louisiana State Interagency Coordinating Council for EarlySteps. Ms. Seneca is a social worker for the Iberville Parish School Board. She will serve as a parent representative for the board.

Patricia Haynes Smith, of Baton Rouge, was appointed to the Louisiana State Interagency Coordinating Council for EarlySteps. Representative Smith is a member of the Louisiana House of Representatives and will serve as an elected member of the legislature, as required by statute.

Brenda B. Sharp, of Baton Rouge, was reappointed to the Louisiana State Interagency Coordinating Council for EarlySteps. Ms. Sharp is a program manager for the Louisiana Department of Health. As required by statute, she will serve as an agency representative for the Louisiana Department of Health.

Kahree A. Wahid, of Lecompte, was reappointed to the Louisiana State Interagency Coordinating Council for EarlySteps. Mr. Wahid is the Head Start Collaboration Office director for the State of Louisiana. He will serve as a representative of a Head Start Agency.

Sandra B. Winchell, of Baton Rouge, was appointed to the Louisiana State Interagency Coordinating Council for EarlySteps. Ms. Winchell is the executive director of the Louisiana Developmental Disabilities Council. As required by statute, she will serve as the agency representative for the Developmental Disabilities Council.

Louisiana Motor Vehicle Commission
The Louisiana Motor Vehicle Commission licenses and regulates motor vehicle manufacturers, distributors, dealers, salesmen, lessors, brokers, their facilities, finance companies and product warrantors.

Wesley Randal Scoggin, of Shreveport, was appointed to the Louisiana Motor Vehicle Commission. Mr. Scoggin is the president of Airline Car Rental, Inc., in Shreveport. He will represent the 5th Motor Vehicle Commission District and serve as a member who is primarily engaged in the business of lease or rental.

Thomas E. “Tom Ed” Brumfield, of Amite, was appointed to the Louisiana Motor Vehicle Commission. Prior to retiring in 2014, Mr. Brumfield was the general sales manager at Hood Automotive, Inc. He will serve as an at-large member on the board.

Reentry Advisory Council
The Reentry Advisory Council was created to establish a more systematic approach to identifying obstacles that impede successful reentry of ex-offenders. The council is charged with developing and implementing effective reentry strategies that improve public safety.

Sheryl M. Ranatza, of Baton Rouge, was appointed to the Reentry Advisory Council. Ms. Ranatza is the chair of the Louisiana Board of Pardons and the Committee on Parole. As required by statute, Ms. Ranatza was nominated by and will serve as the representative of the Committee on Parole.

Paul R. Murray, of Prairieville, was appointed to the Reentry Advisory Council. Rev. Murray is the chaplain of Elayn Hunt Correctional Center. As required by statute, Rev. Murray was nominated by and will serve as a representative of the Louisiana Chaplains’ Association.

Louisiana Physical Therapy Board
The Louisiana Physical Therapy Board licenses and regulates physical therapists and physical therapist assistants who wish to work in Louisiana. The board is mandated to interpret the scope of practice for physical therapy, write regulations and discipline licensees who have violated the law.

Elizabeth A. Austin, of Minden, was reappointed to the Louisiana Physical Therapy Board. Ms. Austin is a physical therapist for the Minden Medical Center. As required by statute, Ms. Austin was nominated by the Louisiana Hospital Association.

New Orleans Center for Creative Arts
The Board of Directors for the New Orleans Center for Creative Arts oversees the management of the New Orleans Center for Creative Arts (NOCCA). The Board oversees the hiring of the President/CEO, the fiscal operations of the facility and the development of policies necessary to operate the center. NOCCA is a state agency whose mission is to provide arts training for high school age students who aspire to be professional artists.

Anne H. Candies, of Des Allemands, was appointed to the Board of Directors for the New Orleans Center for Creative Arts. Ms. Candies’ daughter was in the first graduating class of the NOCCA Academic Studio in 2015. As required by statute, she was nominated by and will represent the New Orleans Center for Creative Arts Institute.

Firemen’s Supplemental Pay Board
The Firemen’s supplemental Pay Board is responsible for determining eligibility of firemen to receive supplemental pay.

Richard A. Parker, of Harvey, was appointed to the Fireman’s Supplemental Pay Board. Mr. Parker is a training officer for the Jefferson Parish Fire Department. He will represent the Louisiana State Fireman’s Association.

Workers’ Compensation Advisory Council
The Workers’ Compensation Advisory Council is responsible for monitoring and reporting to the governor and the legislature on the implementation and administration of laws pertaining to the administration of workers' compensation claims and making specific recommendations thereon.

Charles R. Davoli, of Baton Rouge, was appointed to the Workers’ Compensation Advisory Council. Mr. Davoli is an attorney and managing partner of Davoli & Krumholt. He is also a former union steelworker. Mr. Davoli will serve as a representative of labor on the Council.

Louisiana Emergency Response Network Board
The Louisiana Emergency Response Network Board serves to defend the public health, safety and welfare by protecting the people of the State of Louisiana against unnecessary deaths and morbidity due to trauma and time-sensitive illness.

John P. Reilly, M.D., of New Orleans, was appointed to the Louisiana Emergency Response Network Board. Dr. Reilly is the vice-chair for the Department of Cardiology of Ochsner Health System. As required by statute, Dr. Reilly was nominated by and will serve as the representative of the Louisiana Chapter of the American College of Cardiology.

Cynthia W. Baker, O.D., of Baton Rouge, was appointed to the Louisiana Emergency Response Network Board. Dr. Baker is an optometrist in private practice. As required by statute, she was nominated by and will serve as the representative of the Optometry Association of Louisiana.

Capital Area Human Services District
The Capital Area Human Services District directs the operation and management of community-based programs and services relative to public health, mental health, developmental disabilities and substance abuse services for the parishes of Ascension, East Baton Rouge, East Feliciana, Iberville, Pointe Coupee, West Baton Rouge and West Feliciana.

Thomas H. Swayer, of Baton Rouge, was appointed to the Capital Area Human Services District. Mr. Sawyer is the vice-president of Shattuck Hammond Partners and will serve as a representative of East Baton Rouge Parish.

Imperial Calcasieu Human Services Authority Governing Board
The Imperial Calcasieu Human Services Authority provides behavioral health and development disability services to the residents of Allen, Beauregard, Calcasieu, Jefferson Davis and Cameron parishes.

Diana Handy-Hamilton, of Lake Charles, was appointed to the Imperial Calcasieu Human Services Authority Governing Board. Ms. Handy-Hamilton is an advanced applications supervisor with CITGO.

Louisiana D.A.R.E. Advisory BoardThe Louisiana Drug Abuse Resistance Education (D.A.R.E.) Advisory Board is charged with developing, promoting, monitoring, and evaluating the D.A.R.E. program throughout the state. In this respect, the Board serves as an advisory body to the Louisiana Commission on Law Enforcement and Administration of Criminal Justice.

Barry G. Bonner, of Sterlington, was reappointed to the Louisiana D.A.R.E. Advisory Board. Chief Bonner is the chief of police for the town of Sterlington.

Carl R. Dabadie Jr., of Baton Rouge, was reappointed to the Louisiana D.A.R.E. Advisory Board. Chief Dabadie is the chief of the Baton Rouge Police.

J. Austin Daniel, of St. Francisville, was reappointed to the Louisiana D.A.R.E. Advisory Board. Sheriff Daniel is the West Feliciana Parish sheriff.

Bobby J. Guidroz, of Opelousas, was reappointed to the Louisiana D.A.R.E. Advisory Board. Sheriff Guidroz is the St. Landry Parish sheriff.

Gary G. “Stitch” Guillory, of Lake Charles, was reappointed to the Louisiana D.A.R.E. Advisory Board. Mr. Guillory is a chief deputy with the Calcasieu Parish Sheriff’s Office.

Michael R. Knaps, of Baker, was reappointed to the Louisiana D.A.R.E. Advisory Board. Chief Knaps is the chief of police for the Baker Police Department.

Chaunda Allen Mitchell, Ph.D., was appointed to the Louisiana D.A.R.E. Advisory Board. Dr. Mitchell is the executive director of Drug Policy in the Office of the Governor.

Stanley “Mike” Stone, of Ruston, was reappointed to the Louisiana D.A.R.E. Advisory Board. Sheriff Stone is the sheriff of Lincoln Parish. He will serve as chairman of the board.

Julian C. Whittington, of Benton, was reappointed to the Louisiana D.A.R.E. Advisory Board. Sheriff Whittington is the Bossier Parish sheriff.
