SPECIAL MEETING
WEDNESDAY, FEBRUARY 11, 2015 @ 6:00 P.M.
OLD CITY MARKET, 131 W BELLEVUE ST
OPELOUSAS, LOUISIANA

MINUTES

The meeting was called to order by Chairman Leon Robinson.

Roll call: PRESENT: Jerry Red, Leon Robinson, Huet Dupre, Ronald Buschel, Hurlin Dupre, Alvin Stelly Pam Gautreau, Wayne Ardoin, Timmy Lejeune and Jimmie Edwards.
ABSENT: Dexter Brown, Fekisha Miller Matthews and Gary Courville.
*Dexter Brown later joined the meeting.

• A motion was made by Councilwoman Pam Gautreau, seconded by Councilman Jimmie Edwards to enter into Executive Session turn off recording and have all persons leave the Council’s Chambers except for members of the Council and Council Clerks.
Votes Were: YEAS: Jerry Red, Huet Dupre, Ronald Buschel, Hurlin Dupre, Alvin Stelly, Pam Gautreau, Wayne Ardoin, Timmy Lejeune and Jimmie Edwards.
NAYS: None. ABSENT: Fekisha Miller Matthews, Dexter Brown and Gary Courville.
Motion carried and was adopted the 11th day of February, 2015.

• A motion was made by Councilman Timmy Lejeune, seconded by Councilman Wayne Ardoin to enter back into Regular Session.
Votes Were: YEAS: Jerry Red, Huet Dupre, Ronald Buschel, Hurlin Dupre, Alvin Stelly, Pam Gautreau, Wayne Ardoin, Dexter Brown, Timmy Lejeune and Jimmie Edwards.
NAYS: None. ABSENT: Fekisha Miller Matthews and Gary Courville.
Motion carried and was adopted the 11th day of February, 2015.

• Councilman Ronald Buschel asked Attorney Pitre if the Council is allowed to take action at the present meeting.
Attorney Chad Pitre advised this is not a Regular Meeting this is a Special Meeting.

• A motion was made by Councilman Wayne Ardoin, seconded by Councilman Timmy Lejeune to request Chairman Leon Robinson contact Parish Government to assist in moving all files belonging to the St. Landry Parish Council from West Law Firm located in Eunice to the Parish Council’s Office only; to request Mona Courville report to work at the Council’s Office in Opelousas being paid the same salary and be in charge of Council’s operations. And to also have the phone number used in the Eunice Office be accessible in the Opelousas Office.
Votes Were: YEAS: Jerry Red, Huet Dupre, Ronald Buschel, Hurlin Dupre, Alvin Stelly, Pam Gautreau, Wayne Ardoin, Dexter Brown, Timmy Lejeune and Jimmie Edwards.
NAYS: None. ABSENT: Fekisha Miller Matthews and Gary Courville.
Motion carried and was adopted the 11th day of February, 2015.

• Councilman Wayne Ardoin offered a motion to have all employees clock in and out the time clock if anyone does not will be terminated.
Mona Courville questioned if this was pertaining to herself.
Councilman Ardoin stated she is in transition and once she is finished there she should get with the Chairman but this is pertaining to the two clerks already here because there was discussion about time sheets.
Before the votes were completed for the below motion Councilman Wayne Ardoin voiced his disapproval with Council Clerk Arlissa Taylor using profanity. He stated he has the upmost respect for her but would not tolerate that kind of foolishness.

• A motion was made by Councilman Wayne Ardoin, seconded by Councilman Timmy Lejeune that all employees of the Council clock in and out using the time clock; anyone who is not will be terminated.
Votes Were: YEAS: Jerry Red, Huet Dupre, Ronald Buschel, Hurlin Dupre, Alvin Stelly, Pam Gautreau, Wayne Ardoin, Dexter Brown, Timmy Lejeune and Jimmie Edwards.
NAYS: None. ABSENT: Fekisha Miller Matthews and Gary Courville.
Motion carried and was adopted the 11th day of February, 2015.

• A motion was made by Councilwoman Pam Gautreau, seconded by Councilman Timmy Lejeune to allow one clerk to attend St. Landry Parish Council Meetings and whichever clerk attends will be responsible for transcribing those meeting minutes.
Votes Were: YEAS: Jerry Red, Huet Dupre, Ronald Buschel, Hurlin Dupre, Alvin Stelly, Pam Gautreau, Wayne Ardoin, Dexter Brown, Timmy Lejeune and Jimmie Edwards.
NAYS: None. ABSENT: Fekisha Miller Matthews and Gary Courville.
Motion carried and was adopted the 11th day of February, 2015.

• Councilman Jerry Red stated they still have not dealt with the problem that is before them and like he said before this person has been disruptive the whole night. He offered a motion to terminate the services of Council Clerk Arlissa Taylor.

• A motion was made by Councilman Jerry Red, seconded by Councilman Timmy Lejeune to terminate Council Clerk Arlissa Taylor.
Votes Were: YEAS: Jerry Red, Alvin Stelly, Pam Gautreau, Wayne Ardoin, Timmy Lejeune and Jimmie Edwards.
NAYS: Huet Dupre, Ronald Buschel, Hurlin Dupre and Dexter Brown.
ABSENT: Fekisha Miller Matthews and Gary Courville.
Motion carried and was adopted the 11th day of February, 2015.

• A motion was made by Councilman Wayne Ardoin, seconded by Councilman Jerry Red to adjourn the Special Meeting.
Votes Were: YEAS: Jerry Red, Huet Dupre, Ronald Buschel, Hurlin Dupre, Alvin Stelly, Pam Gautreau, Wayne Ardoin, Dexter Brown, Timmy Lejeune and Jimmie Edwards.
NAYS: None. ABSENT: Fekisha Miller Matthews and Gary Courville.
Motion carried and was adopted the 11th day of February, 2015.
