Some Eunice-area roads in 2nd parish Smooth Ride package
Some Eunice-area parish roads are in the second package of Smooth Ride Home projects being offered to contractors for potential August bidding.
St. Landry Parish President William Fontenot said at Wednesday night’s July parish council meeting there is an estimated $14.1 million work of improvements in the 30-project package of patching, overlay and/or reconstruction.
The work is being financed by the sales tax approved last fall by voters in unincorporated areas of the parish.
The 15-year tax will provide for more than $60 million in road improvements in those areas.
The first package of roads, all south of U.S. 190 went out to bidders early this month. Bids are to be received July 29.
Fontenot estimates there is about a month between contract lettting and start of work, meaning the first package should be under way in early September, with the second package on the ground so to speak by October.
He said the first two modules are roads that the parish determined were ready to go, with no attendant issues that needed to be addressed.
That notation came after Council member Pam Gautreau noted that three Sunset-area roads she anticipated being in the early letting are not.
While she didn’t ask, her intimation was that perhaps they were dropped because of the well-documented disagreements she and Fontenot have had.
Fontenot did not mention those either, instead saying roads “with issues have to wait until maybe January.”
He and the council wanted to get work going on as many roads as possible as soon as possible to show good faith to voters who bucked national trends last fall in providing new tax money.
“We packaged those that were the quickest and most expeditious,” Fontenot, a career state highway engineer, said.

Basic engineering and construction administration fees are 6.5 percent of the estimated construction costs, with 75 percent of that 6.5 percent for basic services and 25 percent for administration.
