In the Dist. 12 board contest, Roland Miller, who chose not to seek a second term as Ward 1 city councilman, tied educator Albert Hayes, Jr. Each had 32.9 percent of the unofficial vote count.
Others in the race were Will Stevens, 19 percent, and Donna Baltakis, 15.
The run-off election will be Saturday, Dec. 6.
